"The door remains open for the state Supreme Court to hear challenges to the state's regulation of federal elections — including its congressional maps — under a U.S. Supreme Court ruling released this week. In a 6-3 decision, the court rejected an argument that state courts do not have the authority to put constraints on federal election rules implemented by state lawmakers, even when those rules violate a state's constitution. The argument, advanced by North Carolina Republican legislators, is rooted in what is known as the independent-state-legislature theory."
