Panelists included Mayor Julia Arata-Fratta of Fitchburg, Wisconsin; Mayor David Holt of Oklahoma City, Oklahoma; Mayor Kim Norton of Rochester, Minnesota; Mayor Steve Patterson of Athens, Ohio; and Mayor Sangeetha Rayapati of Moline, Illinois.
